Princes Highway East Upgrade

Ranbury Provides Project Advisory Services for the Princes Highway East Upgrade

Ranbury provided independent cost estimation, constructability, planning and scheduling, and risk advice to MRPV for the $253M, third stage of the Princes Highway East Upgrade.

The three remaining sections at Flynn, Kilmany, and Kilmany East, which comprise Stage 3 of the Upgrade, will receive an extra 12km of lanes in each direction.  This stage will complete the project, providing a consistent two-lane highway in both directions between Traralgon and Sale.

The project scope includes:

  • strengthening the existing highway, installing safety barriers and tactile edge lines;
  • providing regular U-turn facilities;
  • upgrading an additional six intersections including dedicated turning lanes;
  • constructing a new rail bridge at Kilmany;
  • adding two additional lanes to provide a consistent dual lane highway with a central median at various sections; and
  • improving local road and private access to the highway, including a service road in the Kilmany township.

To provide more opportunities across the construction industry, the third stage of the Princes Highway East Upgrade, is being delivered concurrently through a trio of construction partners.

BildGroup, who have been awarded the contract for the Flynn section and Whelans Group Investments who have been awarded the contract for the Kilmany East section, were selected for their local knowledge and construction experience. The rail component (Kilmany) was awarded to Laing O’Rourke due to their capabilities with rail interface.

Ranbury has worked closely with each of the contractors to develop fair estimates with constructability in mind, including their obligations relating to WHS and traffic management.

The upgrade has been jointly funded by the Victorian and Commonwealth Governments and is on track to be completed by mid-2024.

Ranbury has provided MRPV with an Independent Estimator’s TOC Review Report that details outcomes and findings and demonstrates how value for money has been achieved.

Ranbury has worked collaboratively with all three Works Contractors with a firm but fair approach to assess the risks, opportunities, and key drivers for each project.

The team added value by drawing on our extensive experience in construction and by actively participating and contributing during the TOC Development Phase of the project.
