John Woolley

John has over 44 years as a real estate and valuation professional in the public and private sector, having performed and managed an extensive cross section of property and related matters for the Queensland Government and Private Sector Entities. He is especially skilled in the management of large and complex property issues and their associated impact on Government’s reputation and Company commercial decision making.

From 1997 to 2008 John was also the General Manager of the Queensland Rail Property Division, responsible for its extensive and highly complex property portfolio. Over the last 7 years, John has provided property advice and reports, acquisition negotiation and project management services to agencies within the gas, mining and associated support infrastructure within the resource industry as well as providing  strategic asset “value add” and specific solutions to various government and private sector agencies.

John’s deep understanding of government processes and their relevant impact within the Queensland property industry – particularly within the property asset management, valuation and acquisition fields – has allowed the ongoing delivery of transparent and accountable outputs to both government and private sector clients. His experience has highlighted the importance of adopting a fair and balanced approach in delivering client objectives with emphasis on maintaining agency reputation and integrity while achieving commercial resolution.

John joined Ranbury in August 2008 and has provided property acquisition advice, negotiation and market advice relating to significant infrastructure projects within the Galilee and Bowen Basins including a 380km rail corridor to Abbot Port; GVK/Hancock’s Alpha and Kevins Corner Mine and 510km rail corridor to Abbot Point; Sunwater’s proposed 240km water pipeline supporting the Alpha/Kevins Corner Coal project; and Sunwater’s  proposed 110km water pipeline duplication from Gorge Weir (near Burdekin Dam) to Byerwen as part of proposed coal mining expansion in the Bowen Basin.

Other clients John has assisted during his time with Ranbury include Tarong Energy (property asset management process and systems advice); Office of the Coordinator General (market condition and strategy report for the marketing of surplus government owned land  at Traveston); Seqwater (facilitate the identification, survey and redistribution of water assets under the South East Queensland Water Act); Education Queensland (provide asset value add and redevelopment options for high valued sites on the Gold Coast); Energex (due diligence on nominated surplus and underutilised sites); Department of Natural Resources and Mines (independent investigations and advice on statutory valuation matters) and Origin Energy (valuations and negotiations for Conduct and Compensation Agreements under the Mineral Resources Act).

John started his career in the Department of Valuer General in 1971 and over the following 20 years spent time in the Cairns, Townsville, North Coast, Maryborough and Brisbane offices, becoming the Queensland Valuer General in 1991. During 1984 to 1986 he also was the valuation representative in a 3 person team that developed and implemented methodology for introducing Annual Statutory Valuations across Queensland. He then managed the implementation program to completion in 1990 while based in the Maryborough and Brisbane regions. In 1995 -1997 John established and managed Queensland Rail’s 10,000km Corridor Assessment Project under the Transport Infrastructure Act. John then held position of General Manager Property Division to 2008 being accountable for rationalising the effective ongoing use, acquisition and sale of over $1Bof property assets across Queensland.

John is an Associate Member of the Australian Property Institute, former Chairman of the Valuers Registration Board and is a Registered Mediator with the Australian Mediation Association.
